General support for problems installing or using Deluge

while i too get the same download error as some other folks do :
Error in download_count on line 352.
./windows/0.5.8/deluge-0.5.8.exe is already defined.
i no longer can access the web through deluge web browser. i am getting the following error message:
this program cannot be displayed
(but i am on line)
the address bar reads:
http://deluge-torrent.org/google_search.htm
it used to work but hasn't since January 11, for me at least, on both my pcs....

download page is fixed. browser has been down for weeks and isnt coming back.
