does deluge discard blocked peers?

I run deluge under ubuntu gusty with moblock, I found that some torrents occupied most connection but zero d/l presumbly moblock those peers or some other reason. However the problem is deluge seems can not remember and filter those blocked peers and reallocate connection to other potential peers. Or did this already been done by deluge?
