Uploading Speed very poor

Hi, I just switched over from XP to Ubuntu. I used Utorrent on XP and my upload speed was always well over 100KB/S, but with Deluge (inside Ubuntu) I'm lucky to hit 40K. I do not believe in the 80% ratio as I've tested that hypothesis to the max for a few years now. I keep my uploads at maximum overdrive if possible and my downloads and browsing are great! Cox does throttle me the best they can, bless their ever-lovin' hearts!

My Lan is 1GB/S and the speed tests say that I'm now uploading well over 200KB/s now that I'm not using XP, which is why I switched over to Ubuntu and decided to use Deluge, since Linux doesn't support Utorrent. It's interesting that my upload speeds lagged under XP!

So, anyway Long/Short of it: I have Deluge set on comprehensive forced encryption incoming and outgoing, entire stream, Level is "either". I presume -1=Unlimited?? Anyway, that's where I have all my settings, sans half-open connections, which is set at 100. This is roughly the equivalent of my settings in Utorrent, but I'm wondering if I've over encrypted, as I've never seen those particular settings (encrypt entire stream and Level setting).

By forcing encryption, you will only connect to peers that support encryption, this could be a factor to slower upload speeds.

As stated above, I no longer believe in the 80% hypothesis. I have had excellent upload and download speeds ever since I chucked the Utorrent recommendations.

I do think I have solve the problem, though, as my upload speed is now almost normal. I changed "incoming connections" from forced to Enabled.

My one question, though, is: Is it okay to encrypt the Full Stream? Obviously, I want to block all prying eyes. Yes, I am using a blocklist, it's just that utorrent didn't have so many explicit options concerning encryption.
