My guess is your ISP not shaping/throttling torrent, but shaping the whole bandwidth from international connection at particular hours.
This way, they will save bandwidth and save lots of money.

Try and see if uTorrent is also afflicted by the same issue ... maybe your ISP is employing CDP which uTorrent aka BitTorrent developed and is pushing. It pretty much means a ISP provided Cache, and could be those local connections you are observing. Also try a Country wide Blocklist, where in your case you Block every Country and only allow those found in your Country.

I think my ISP is throttling the whole bandwidth to save money, I'm on (*upto8mb*) service so they can pratt about like this and get away with giving terrible speeds and generally when people complain, they blame our hardware or telephone lines (copper based btw)

I would love to try blocking any connections from outside the United Kingdom, I'm not sure how to do this though using Deluge?

I have tried uTorrent in the past but that didnt seem to help at all.. Maybe if there developing there client all the time, they might have implemented something that may help, I'll take a look..

But first and foremost, could you please help me to try block connections from outside the United Kingdom and see if this helps..

you have to use blocklist plugin. Go download IP range for UK. Should be able to find it with google.

Once you downloaded the IP, load them into blocklist plugin.

Hey sorry about the wait, I was away for the New Years ... just got back. A neat site that can do Country Blocking is this:

Make sure to Allow the IP Ranges ... and deny all else *.*.*.* with subnet 255.255.255.255, this way you have to only Allow the UK ranges and it should block all else that isn't UK. I personally don't know how powerful Deluges Bloclist Manager is but we'll see .

I'm with Karoo too and get the same problem, i'll try the blocklist and see if it works.

I've tried the blocklist and unfortunately that doesnt seem to be the problem.. Karoo aren't blocking certain country's, otherwise that would have been a nice workaround..

Unfortunately it doesnt seem like there is a way to avoid the traffic shaping even with Deluge..

Something i have just noticed though, i've just tried this new uTorrent 1.8 alpha and found that i get alot more connections for the same file as i do with deluge, and seem to be getting faster download speeds too. Strange i know because before i was saying that with Deluge i was getting faster speeds, But it seems this uTorrent 1.8 alpha has something to it which helps a little.. Not sure what though.
