local peer discovery?

How is local peer discovery supposed to work? If I'm seeding a torrent from 192.168.1.1 and then I start leeching the same torrent on 192.168.1.2 on the same LAN, shouldn't these two local peers discover each other and transfer at LAN-like speeds? If yes, then it doesn't appear to be working for me, although enabled. If no, then what is this option for?
