feature request:block peers listening on certain ports

Azureus (R.I.P.) had a great little feature to ignore peers that were listening on certain ports.

I despise peers that listen on port 22, 80, 21, etc, as this breaks QOS and throws my uplink into chaos. While I can individually firewall outgoing connections to offending IP addresses, a more automatic approach would save much grief.

O great coders, could you throw such a plugin our way?
