Number of upload slot not respected + percentage completing

Hi everybody,
I noticed that, even if i set 6 as max general number of slot for the upload and 3 for a single torrent, Deluge continues to use more slots. Instead Azureus sets very striclty the number of slots and that is very useful to have good "relationship" with the other peers in order to have a good upload speed from them.

Then I would like to see in the "peers" page the % of completing of the other peers, so I can have more information about the torrent...
