After updating Deluge for Windows RC4 to Rc5, I have had the experience of not being able to add torrent files to the queue. After clicking on the plus sign button or File -> Add Torrent option, nothing happens. I also notice that most of the options in the preferences panel are grayed out and unchangable, especially the destination, save-to directory option. Apparently there has to be a registry fix that will make these options available to be changed again.
Downgrading back to RC4 doesn't change the situation.

Just a side question, how did you get RC5 to run on windows? Did you have to manually change anything?
And/or do you run 32 or 64 bit system? What version of windows specifically?
Sorry for all the questions and that I probably helped you in no way. I am just trying to see if the problem that I reported for RC5 not starting in Vista is isolated to 64 bit systems, or just Vista.

I had no problems in actually getting RC5 to run per se. I am running Windows XP Professional 32-bit. No changes had to be made in order to get it to run. However, I can't change any options. Something configuration-wise is gummed up.
