Connection problems

Hello first of all sorry for my english and sry if this problem was talked before but i din`t find any related topic about it..anyway here is my problem..after a fresh install of deluge 0.5.9.3 everything works fine..max speed download and upload no crashes.after 1 week or so my problem begins..when i try to download a new torrent even tho that torrent have x number of seedrs deluge say to me Connections 9(unlimited) and never pass that 9 ..i mean it only connect to 3-4 users and thats it..tryed kinda everything only thing that solve the problem for a short period of time is a total reinstall of deluge and this only solve it for 1 week or so(after a fresh reinstall he connects again to x numbers of users).is kinda anoying that every week i have to put my torrents back on seed.iv tryed the last version of deluge but it is slow i mean can`t navigate in it..if any1 encounter my problem please help me..my isp limit the p2p thing and deluge is the only torrent client i can reach full dl speed
