problem loading blocklist importer plugin

when i try to add the blocklist importer plugin i get this error

We were expecting a gzip file, but didn't get that, or possibly the file is corrupt. Please edit your Blocklist preferences.

how do i edit my Blocklist preferences? thanks

Go to Plugins, selected Blocklist Importer, hit Preferences
make sure you select the appropriate blocklist type for the entered url.

when i select the Blocklist Importer in the plugins is when i get the error. it won't let me select a block list type. in case it matters i am running ubuntu hardy heron with the latest version of deluge

i put the command in a terminal and i got the same error as listed before
