0.5.6.2 ignoring max connections

I set it to 17/torrent but Deluge ignores it.

I have a similar problem...

Before, my average speed was about 120 KiB/s, now the best I can get is 5 KiB/s...

Even doing a downgrade the issue still....

fixed in svn if you wanna try that
