0.5.8.9 fast resume still not working

I have a sneaking suspicion that fastresume does not work for torrents being downloaded or *actively* seeded. Torrent will not be rechecked only if before the crash it had 0 peers connected.

hi, i using 0.5.8.9 on ubuntu and wanted to let you know that each reboot, it arbitraily starts rechecking torrents, some are seeded straight away, but a bunch / most are rechecked.
