What worked for me was the following:
Get a Windows 7 python version on https://github.com/adang1345/PythonWin7
Get the standard windows Deluge installer version on https://dev.deluge-torrent.org/wiki/Download
Get the file:https://github.com/nalexandru/api-ms-wi ... -0.3.1.zip
Install python.
Install Deluge.
Copy the .dll included in api-ms-win-core-path-blender-0.3.1.zip in the Deluge directory.
Any way, thanks for this information, i can update to 2.1.1 from the 2.0.4-50 Windows 7 x86 made a while ago by mhertz.

I'm sorry buddy, I'm pretty sure you only needed your last step and that's it, atleast last I tried some years back.
I was about to edit in that direction, yesterday after initially posting, but thought you could just ask for help if in doubt.
@all, use fix variation 2 or 3 in thread, imho, unless actually needing python itself, for seperate non-end-user dev stuff, in which case fix 1 appropriate. Doesn't hurt irregardless - just more bloated.

I don't understand what you mean by fix viariation 2 or 3, i looked at the other posts in this thread, and don't see a "fix variation 2 (or 3)" text in any message.
Anyway, do you mean i don't need to install python, but just need to install deluge and copy the dll ?

Sorry indeed, little clumsy in my vocabulary there. Yes, as you said - second and third posted fix, chronologically(so post #2 and #7 in thread), not directly labeled - Vorts posted fix, or mine posted, and Vort's link has a releases section with a zip of the dll needed, to place in deluge's install dir, in x32 and x64 as you found(and so just posting that for others).

Ok, just tested, i removed python and it's working, so indeed no need for the Windows 7 custom python version.
Just the dll in the Deluge directory. Didn't thought it would be "so easy".

(The full win7 unofficial python builds from adang1345 only works on win7 because includes said dll by nalexandru in first place - it also removes a check in the exe installer builds which tests if trying install it on win7, but python.dll/exe itself don't have that check.)
