Sorry just kidding. Did you write wrong, misunderstood, or is it me that is too slow this morning to catch up on your request If you Google, then deluge 1.3.x is portably available, and if you cannot find v2 then could try petersasi's unofficial installer and select portable install during the installation(could also just extract installer with 7zip as support nsis installers, just say yes to error at end which is irrelevant, though better to use installer imho so can select wanted theme and such).
I guessed you're on windows by the "portable" notion, sorry if misunderstood.
Last, probably not the right section here, I'm guessing, unless again, I'm missing something, which wouldn't be that far fetched either
