Can I prevent Deluge from downloading torrent data?

I'd like to configure so that Deluge never automatically redownloads torrent data if a recheck fails or the torrent folder drive isn't connected, to protect my ratio on private trackers. Is this possible and how Deluge operates by default?

I use v2.0.3 on Linux.

The recheck is done manually I guess?
Pause the torrent first then do the recheck.
