Deluge Daemon ignoring ~/.config/deluge/core.conf file changes

I did everything you suggested, and even if the output is still this:

this is what happens when I run:

deluge-console config move_completed_path
move_completed_path: /media/usb1/shares/torrents/completed

So it seems it says it is unable to read the .conf file, but it then outputs the correct value for move_completed_path....
