Deluge seems to be ignoring "total active" setting

I have total active and total active downloads set at 3, but for some reason Deluge keeps downloading 10 - 20 torrents at a time.

Ltconfig plugin enabled maybe? It overwrites the Deluge preferences settings.
The server is well running under Windows as mentioned in your profile? Last version?

I just have the plug ins that came with deluge and utorrent importer and label plus.
