When using a SOCKS proxy, incoming ports specified in Deluge are meaningless and not used, even if you do forward the port. Additionally, when using a proxy, you will never have a successful Test Active Port result and your Deluge main screen will always display a red X next to No Incoming Connections.
You are "connectable" if you have peers on your torrents and they display traffic in both directions. That connectability happens at your proxy host, not on your machine that runs Deluge or your router.
