Use Deluge for sending large files

I have Deluge set up in client/server mode on Windows 10/Windows Server. The server connects via a VPN, and I can download torrented data fine. I believe it is possible to send large files to a single individual by creating a torrent and emailing it to them to take advantage of the robustness of the torrent protocol. I can see how you can create a torrent in Deluge, but I can't see how to seed it. Google tells me uTorrent has a built-in tracker to make this work. I thought Deluge might work using DHT without a tracker. Is there any way I can make this work? Simply put: can I use Deluge to send a big file to someone?
