Inconsistent Downloads

Having issue with torrents not downloading or just completely stopping, I've installed utorrent along side and everything completes. Is there any settings that I should take a look at I've tired tweaking the below setting a little with no luck. I have sickrage pulling stuff down but its not downloading everything so right now I have 90+ torrents in the queue because its not pulling them down. I'm running everything through a torguard vpn not sure if that matters but it just weird utorrent downloads complete but deluge hangs up.

You mean the status is queued ? Or active and no download

Let's check the "queue" menu and the encryption maybe if it hurts your setup
