Deluge won't update to newest version

Deluge seems to be stuck on version 1.3.6. I'm on Ubuntu 16.04. When I try to update Deluge through the teminal it says newest version 1.3.12.1 is already installed but in Deluge when I click Help>About it says Deluge 1.3.6. And when I type deluge --version in the terminal I get deluge 1.3.6 and libtorrent 1.0.7.0.
What's going on?

That is odd on 16.04 but it is likely you have the deluge binaries for 1.3.12 installed at /usr/local/bin and 1.3.6 at /usr/bin
