New Install, couple of old issues

Hello, I just this weekend installed Deluge in a Debian 8 VM (running it as a server and connecting via web client from another machine). So far it's working great, but I'm having a couple of common problems. However, after searching the forum and trying the logical solutions, the problems don't seem to be resolved.

The problems are preventing from seeding after download and torrents getting stuck in "Queued 100.0%" or "Seeding 100%" and never moving to the completed folder.

I've attached an image showing my queue preferences - I've set all of the seeding-related properties as other discussions have suggested.

Thanks in advance for any suggestions you may have.

Move completed has nothing to do with queue.

Thanks. Are these stuck torrents indeed complete, or am I likely to get partway through them and find an error?
