Deluge completely ignoring Queue settings?

No matter what queue settings I set for Deluge, it completely ignores it. If I set the active Download at 100, it'll only download three at once and queue the rest (despite the fact the other torrents having plenty of availability, tested by putting them at the top of the queue, forcing them to be downloaded. If I set the queue as only having one active, it'll again still keep the same three downloading.

Restarts have been done, the web gui preferences correlates with the core.conf file, I've done a million changes and I can't seem to break Deluge out of its nasty habit.

Anyone care to give a hand to a man losing his hair over this?

No idea sorry, there are quite a few commits being made to that RC_1_0 branch so might be a little while yet.
