Deluge stops working until I restart my computer

Hello, I've been using deluge for a year or so now and it was good up until a few days ago. I've been having an issue where I would add new torrents all both downloads and uploads would be stuck at 0(20) 0(30) until I completely reboot my computer. If it doesn't stop working completely, it will just refuse new connections where I will add a new torrent and it will do nothing, but the earlier torrents keep seeding. I'm running the latest version on windows 7, nothing fancy. And I have everything set to unlimited, unlimited connections, ports, up speed and down speed ect and it still doesn't connect. I've also tried disabling encryption to see if that helps, but it seems the only thing I can do is restart my computer every five hours.

I had the same problem on windows 10 : after a while all the speeds where on zero.
Sometimes restarting deluge was ok, other times a full reboot was necessary, as you.
But i finally found the solution for my system (maybe not the same for you) : i had run a few tests with ICS (internet connection sharing) in windows 10, but apparently, even if i had no shared connection visible, the ICS service was still running (this service is normally never running without a shared connection).
I disabled it and this solved my problem.
Check if windows defender is running too ...
