Unable to Change Location of Completed Downloads

I have installed Deluge and want it to download to DOWNLOADS folder, but when completed, move the files to a COMPLETED folder.
However, the options are greyed out:

Any ideas?

that checkbox next to the dropdown box...yea you have to enable it first.....

I promise my screen settings barely show that box.
Windows 10 has a fair few options like that so I'm gonna have to sort it out.
