Deluge use proxy ONLY

I have been working to find a torrent program that will ONLY use the proxy for all transfers... I like Deluge because you can turn on/off individual elements and setup the proxy for each part... utorrent, qbitorrent, etc only have the single blank... however, now, I'm finding an issue that is pretty major... I can put in a completely random IP for the proxies, start a torrent up, and it will happily start downloading using my normal internet connection... I don't understand why this would happen if the proxy settings are wrong... it should just not connect and stop all the downloads at that point... however, it certainly is not... am I doing something wrong? I tried anonymous mode, but that basically stops everything....
