Deluge 1.3.11 won't start

Deluge will not start after installing the latest version on Windows 8.1. After just installing Deluge, I tried to open it from the desktop icon it created, but nothing happens. I have tried reinstalling it, but it does not solve the problem.

Perhaps try uninstalling the old versions first. I had the same issue when installing the python 2.7 version on top of the 2.6 version and uninstall and reinstall fixed it.
