Auto-mgmt causing random torrents to pause?

I'm running Deluge v1.3.11 with NetWatcher enabled on 64-bit Mint 17. And I've got torrents randomly being paused. Can't say exactly when this began but it for certain was happening on whatever version came immediately previous to v1.3.11. For starters I had several torrents showing 'paused' for no particular reason and that refused to 'resume' when commanded. Shut down and restarted the app, immediately selected all the paused torrents and clicked 'resume,' and they complied. But in just a few minutes all or most would go back to 'paused.' What few didn't go back to 'paused' appear to have got themself a place in the queue and were actively downloading.

On a lark I turned off auto-management on all the paused torrents and clicked 'resume,' and they immediately went to 'queued' and commenced downloading. When one of those torrents finished downloading and went to 'seeding,' I switched the auto-management back on and in a second or so it went to 'paused.' Switched off the auto-management and it immediately went back to 'seeding.'

I have essentially no experience with Deluge on Linux, only recently having switched from uTorrent on Windoze. This is not a show-stopper but I thought I should mention it, for developmental reasons if none other.
