Newbie needs to know how to move queued items to active

Hi

I've just started using Deluge recently, and have 10 items in my queued folder. However, as active torrents finsih downloading, I had expected them to be replaced by queued items, but they aren't.

I have tried selecting all the queued items are clicked 'Resume all' but nothing happens.

How can I make these items active, please?
