Windows UI Looks Bad?

Hi, I have two machines, both running Win8.1x64. On one pc, deluge looks good, on the other it looks like it's using the basic gtk ui or something? Screenshots below.

Do I need to install a python library on my machine in order for it to look better? Can't figure this one out. Both are running 1.3.10.

Don't know really, could be something like the c++ redist or .NET packages are not installed or updated. Alternatively a stray gtkrc file in your windows user folder is resetting the theme.

That was it, I had a .gtkrc-2.0 file in my user folder. I had previously used (a good while back and forgot about it) the GTK+ Preference Tool. It creates that file in your user folder that apparently doesn't play nicely with Deluge. Once I deleted that file the Deluge client looked much nicer.
