Deluge
I would like to report that I have the same issue. I'm running deluge on Windows 7 and the create torrent utility doesn't work at all. I did try to log errors and I believe I did it properly as it did create the log file but when I was trying to create the torrent in the instance of deluge started with the error log command it just wasn't logging anything at all.
But the problem isn't only with creating the torrent itself but selecting the file or folder. When I select it then click accept nothing happens. So I have to close the window or do cancel. But then the file/folder is added anyway.
