Deluge 1.37 wont open

Hey, when i try to start deluge (as an admin) nothing happens at all, the process is ongoing when i look in the sysem manager but i can't shut it down and its at 00 cpu/ram. I've deleted settings and done a full uninstall/reinstall and also tried 1.36 with the same problem and py7. from the debug i get the message " exception here: /twisted/internet/defer.py:134:maybeDeferred
deluge/core/torrentmanager.py:247:stop. And then the debug console freezes and is unable to be shutdown. Nothing happens when i try to shut it down through systemmanager i get "no access" although im the system admin.

oh and i have the right visual c++ 2008 package installed
