I’m a new user of Deluge, I come from Utorrent.
I download from private tracker from where I get the full download bandwidth of my fiber line (100Mbps)
With Deluge 1.3.7, on large torrents (>20 GB) I get a random slowdowns of the download speed that goes from 12 MB/s to 100 KB/s, more or less.
After spending many hours searching in forums and changing many settings of the Deluge Client, I didn’t find the solution.
Only when I changed the cache settings, I got the full bandwidth for a few minutes. I noticed that the RAM usage didn’t overpass 100 MB, no matter the cache settings values.
In the end, I installed the old version 1.3.6 over 1.3.7 without changes in the settings and the problem is gone.

I got the exact same problem with 1.3.7
I have a 1000/1000 Mbit fiber line, In the beginning my speeds were good, then with no reason drops to 0,3 MB/s ~ max 3 MB/s
I see the Progress from other people they go really fast and me with 300 KB/s
Restart Deluge didn't help, even when i delete all the config files didn't help.
Rebooting my machine didn't help.
So I did install Deluge 1.3.7 on my work station to see if my ISP slows me down, NO they didn't. (Speed normal)
So i search the web for days, now i see i'm not the only one.
I saw this thread thnx for the tip, I install 1.3.6 over my 1.3.7 I didn't change anything it uses the settings of 1.3.7 now my speed is back to normal for now.....
Lets hope it's stays this way with version 1.3.6 and i hope they fix our problem with 1.3.7 !! So i don't have to smash my keyboard into my screen!!

This is not something to do specifically with Deluge, it is the change from libtorrent 0.15 to 0.16 and it's possible some of the default settings such at uTP being enabled might be one area to look at, these can be changed using the ltconfig plugin. Also there is an updated libtorrent 0.16 stickied in this forum which you could test out.

I haven't tried the Itconfig plugin, i don't understand all the settings in it... (I have install the plugin on my Desktop)
