Deluge stopped downloading torrents randomly

Hey guys,

I have Raspberry Pi running as a NAS and a torrent box with deluge. Everything was working fine and downloading properly then suddenly when I added a torrent it would just sit in deluge and not download (or download at an incredibly slow rate). I've reinstalled the computer app several times and have reinstalled deluge on the Pi and cannot find anywhere online how to fix it.
I also noticed that my ip address changes randomly on the Pi if that helps at all?

This happens to me too. I'm running this on Ubuntu 14.04. Killing the process and restarting sometimes fixes it, but not reliably.
