Same issue.
Restarting deluged does not fix the problem.

I don't know if this will solve everyone's issue, but it solved mine. In my config file, which was copied from another server, the listen_interface property was incorrectly set to a different machine.

Don't know if this helps anyone else out there, but worth a try.

(and make srue you stop deluged before changing your config, or it'll get overwritten)

What I've noticed is that having the proxy turned on for anything at all causes torrents to fail. It's like turning on the proxy for one thing turns it on for everything. As soon as i hit "apply" my test torrents slow to nothing. As soon as I disable proxy settings, everything starts working again. Is Deluge applying the proxy settings for one thing to everything?

If you are using libtorrent 0.16 then yes the proxy applies to all now.

I have the same problem with Ubuntu Server 13.04, when I restart deluged it starts working again. Anyone was able to fix this?

It just hit me!
SOCKS proxies can only tunnel TCP but those trackers are UDP.
