Download priority not working

I know there are several threads about this already but they all seemed to be fixed by:
1. Updating deluge (I am on 1.3.6 which I believe is the newest)
2. Using full allocation instead of compact (I have tried this)

Basically I cannot change download priority or set "do not download" on any files within torrents. The options are not greyed out in the context menu, I am able to click them just fine, but deluge doesn't react to the action at all. The behavior is the same through the web interface or the "native" deluge client on the ubuntu desktop.
Any tips would be appreciated
