Torrents appearing as "paused"

Hello everybody,
For some time now every time I start my Deluge I find that about half of the torrents I am seeding appear as "paused". From time to time I am able to restart them but in many cases I cannot.
Does anybody know why this is happening? Would you please tell me how I can solve this problem?
I am running Client Version: 1.3.3; Libtorrent Version: 0.15.7.0

Use the latest version of deluge and libtorrent

Do you have high enough values set in the Preferences -> Queue -> Total active/downloading/seeding, and/or Preferences -> Bandwidth -> Maximum upload slots?
