Slow compared to uTorrent on Windows Server 2012

I just switched from uTorrent to Deluge. I had been impressed so far, but realized my downloads seemed much slower than usual. As a test, I queued up a couple of popular torrents in Deluge and waited for the download rate to flatten out. On one torrent, for instance, I was hovering around 150 KB/s. I queued up that same torrent in uTorrent and it quickly climbed to 1.7MB/s, which is what I'd expect from a healthy torrent on my connection.

I tried similar tests with other torrents, all from the PirateBay top 100 list, and got similar results. It seems I cannot get Deluge over 250KB/s, though uTorrent will easily hit 1.7MB/s. I'm not sure where to take this at this point. I'd hate to switch back to uTorrent, because I really prefer everything else about Deluge.

Thanks for the suggestion. I tried it, but got the same result. After playing around a bit, I realized it might be relate to my upload limit, which was set to 10KB/s. Once I increased it, my download speed increased. I have that same setting in uTorrent, and didn't realize that the ratio may vary by client (though I've always wondered how that's determined or enforced). Am I interpreting this correctly?
