Deluge will not upload seeded files

I've been running Deluge 1.3.6 on Windows 7 for a while now and haven't been able to upload a single byte of data since I've had it. I have some of the same exact files seeded on uTorrent and they are always uploading constantly. As far as I can tell my bandwidth and network settings are identical in both uTorrent and Deluge, so I can't figure out what is wrong. So does Deluge have some sort of inherent problem with seeds uploading correctly?
