Download one, seed many?

I couldn't get Deluge to download one torrent at a time and seed many torrents. I need a scenario where i can limit the number of active torrents based on their status (downloading or seeding). Right now i have just one setting ie. no of active torrents, which includes both downloading and seeding torrents. Suppose i have 10 torrents, 5 are queued, 1 should be downloading and the rest 4 should be seeding. I want only one torrent to be in the downloading state at a time.

This is the ONLY thing keeping me from using Deluge

I agree, This is a great program with all the features I need, a great alternative to utorrent in wine for gnome linux....however it is pretty ridiculous that it doesn't have this one feature...if anyone knows a way to do this please respond
