on torrents from ccc.se(possibly chinese tracker) i'm wondering what the problem could be

The ccc.se domain belongs to a Swedish copy/printing services company. They probably don't run a tracker.
However, ccc.de is a German computer/hacker club (Chaos Computer Club). They have been operating an open tracker, so many torrents have it included along with udp://tracker.istole.it:80/announce, udp://tracker.publicbt.com:80/announce, udp://tracker.openbittorrent.com:80/announce, as well as other open trackers. But the ccc.de tracker hasn't been active for a while, so you will get no response, or some random error, like the one you posted. They do however provide other services, like an official Jabber/XMPP (Instant Messaging) service.
