Seems like the UI reverted to Windows oldie default. It's not even loading the default GTK theme .__.
I'm running Deluge 1.3.6 on a 32-bit Windows 7 Ultimate PC, and I have no idea how to find out what my libtorrent version is.
The only enabled plugin is AutoAdd.
How I broke it
Well, it was working smoothly at first, but then I got sick of the default theme. I figured I'd install GTK2 and change the theme. What I did was I installed GTK2, but I have no idea what the hell I'm supposed to do to make it work with Deluge. I tried copying themes to the Deluge folder, but there was nothing new. I tried downloading the GTK preferences thing; still not working on Deluge. I keep playing around with the files and eventually, I just found that the Deluge UI was broken and it reverted to default Windows. I tried restarting and reinstalling both Deluge and GTK2, but it was no hope. I tried searching for similar threads, but none actually helped me. Any help please? I really want to fix Deluge since it downloads and uploads so much faster than uTorrent. I would also appreciate it if you give me a step-by-step noob-friendly tutorial on how I should make GTK themes work with Windows. (and how to fix this broken UI thing.)

You do not need to install GTK2, Deluge is packaged with GTK2 so it's a pointless exercise.
To reset uninstall then reinstall Deluge and remove any ".gtkrc-2.0" file in your user directory.

oh cool, the Pidgin thingo instructions worked great for me. I didn't know I had to move the preferences exe to the deluge folder T.T
