Deluge problems

I am using deluge 1.3.6 on ubuntu 12.04.2 lts and I have a persistent problem with deluge.
First of all I set deluge to start on "startup", it workes fine except that from time to time it won't start at all neither at startup or console or menu(unity dash/launcher).
For me to fix it i need to delete the files from /home/$USER/.config/deluge/ipc , but still after a short time the problem comes back, and with each fix the problem appears to come more often.Isn't there a way to fix it?

Can you start deluge with logging and see if there are any messages?

This issue is persistent until 13.10, I changed my torrent client since I've didn't found a workaround and sick of periodically going to deluge configuration directory to delete the contents of the ipc directory.

It simply sounds like deluge is not shutting down properly, when you shutdown the OS. I did put a potential fix in for the next 1.3 release: http://dev.deluge-torrent.org/changeset/7bd87d1a

You always setup deluged with an upstart script so it's running in the background.
