Cannot use deluged from Windows Client to Windows daemon

I have a client-server setup that I am trying to switch from Vuze to Deluge.

I installed deluge on both machines. Downloading worked fine on the server.
Then I disabled Classic mode on both machines and tried to run deluged. Note that I only edited auth, nothing else so far.

Now on both the server and the client, clicking "Add torrent" has no effect (no window opens).

Here are my questions:
1) Is this a bug?
2) Can I run a client-server setup in client mode? I did not find a way to connect to a daemon (client) or to run the daemon (server).
3) Is there a good way to debug this?
4) Do I need to configure anything besides auth to get the daemon to run?

Any help would be appreciated.
