Downloads and Uploads Stop and Restart

Client: 1.3.5
libtorrent: 0.15.10.0
OS: Windows 7 64-bit

Hello. I am having a problem with my download and upload speeds regularly declining to zero then recovering to their former rates. The Seeder and Peer connections remain while this happens.

I am using the following settings:

Download location: NAS
Network: Forwarded port on a VPN
Bandwidth: Global settings at unlimited

Probably when a torrent completes and moves storage.

No. This isn't happening when a torrent completes. I currently only have 2 files downloading and 6 files seeding. The 2 files that are downloading are large (> 40GiB.)

Do you have a high network speed that could saturate your disk bandwidth?

No. I don't think that should be a problem.

It is a 25/25 Mbps connection. The torrents have been topping out at download speeds of only ~500 KiB/s and I am limiting upload speeds to 1,000 KiB/S per torrent. The disks are HGST Deskstars (7200 RPM, 64MB cache, SATA 3 6Gb/s) in a RAID 5 configuration.
