Invalid file when adding torrents

When trying to add torrents I get this error:

Invalid File
utf8_encode() takes exactly 1 argument (2 given)

I have tried some random torrent file and I get the same with all of them. I was able to get a magnet link to work.

Any thoughts?
Deluge 1.3.900-dev(built today from git)
libtorrent 0.16.5.0
