deluge won't seed anything... grrr

i'm running deluge 1.3.5 on ubuntu server 11.10 with custom incoming and outgoing port ranges and all network extra's selected... both ranges are added to port forwarding.

there's a couple of finished downloads in the list and i am currently downloading 1 movie with plenty of bandwith and free upload slots available... downloading though the webui works like a charm but deluge refuses to seed! and for some reason the deluge windows client marks the daemon as inactive :evil:

with netstat -l i see my incoming port listed under tcp, tcp6 and udp. the outgoing port isn't listed though. and as far as i know there's no firewall enabled is listed after i disabled the ufw firewall and was tested as open... but sadly there's no change in seed activity :(

another weird thing i noticed is that my webui looks different when i connect via the local or the public ip. the first gives me way more information...

any ideas on what's going wrong here? i've been googling for days now and just can't seem to find a solution for my particular situation...
