Deluge downloads very slowly

I use the latest version on Windows 7.
Incoming connections port is confirmed to be open, all the connections settings are correct (according to the guide on the very website)

But it downloads on a maximum of 120 Kb/s. I tried downloading the same torrent in another client with the same incoming port and the speed was 10x faster (right after closing Deluge).
It always worked slowly, but this time I confirmed that the problem was in the client itself.

It upsets me very much. Deluge was the only GPL open-souce torrent client I found for Windows, and I'm all for open source software.
I hate proprietary software, and the fact that I am forced to use such software for my torrent needs (because Deluge is slow) is really frustrating.

Nevertheless, I will check periodically for new Deluge releases to see if the speed problem was fixed.

I'm afraid speed issues are very tricky to diagnose however the only recent bittorrent changes that might affect speed has been the introduction of uTP which libtorrent 0.16 supports but not lt 0.15 that is shipped with Deluge. You could test the newer 0.16 version and there is a thread somewhere about doing this on windows.
