GTK3

Is Deluge gonna be developed using the latest and greatest GTK3 in near future...? Since GTK3 is latest version, I think Deluge should migrate ASAP.
Also, I think Deluge should use Latest Python version i.e. Python 3. Python 2 must be phased out promptly and Python 3 must be used.
