optional automatic recheck after kinda successful download before any other operations (like move in target dir) - sometimes files occur corrupted but deluge does not detect that

This has been discussed before; if you are getting corruption then you need to look at your filesystem for problems, pieces are checked when downloaded so there is no point in rechecking the torrent again.
You could script it if you feel you really need it, using Execute plugin, but the feature won't be added to Deluge.

There are no any problems with my filesystem(s)
Other thing happens:
I have to restart deluged at least once a day because of its (or libtorrent) "freezing" - does not download, especially torrents with big number (3000-4000+) of small pieces (size 256/512k)
It is very annoying thing and restarting of deluged heavily fixs that but sometimes makes corrupted files
I think deluged in rare situations flushes cache (32000+ blocks) incorrectly by the restart process

As was stated if you want the feature you can always create a plugin for Deluge that performs that functionality, but like was already stated since the pieces are checked as they are downloaded there really isn't any real need to recheck them after the whole torrent has completed. If you're having problems with file corruption then YES the problem IS likely YOUR filesystem as myself (and I'm assuming most other Deluge users) do not seem to be experiencing this problem (if they were then there would likely be a large number of posts in these forums indicating this, but there aren't). Check your filesystem integrity (file tables, surface scan, etc....), additionally check your network connection to make sure you are not getting a high number of dropped packets.
